To fully unlock vlRDP without penalty users must wait 30 days for the Cool Down period to end.

1. Lock state: vlRDP by default is in lock state, can vote on Radpie's governance and receive Radpie rewards.
2. Cooldown (or unlocking) state: vlRDP will be in cooldown state once users start unlock. You can choose the amount of vlRDP to start unlocking schedule. vlRDP in cooldown state can ONLY receive rewards, NOT able to vote on Radpie's governance
3. Expired state: Once "Cooldown" period ends, those vlRDP will be in expired state. Expired vlRDP CANNOT do all following actions: vote on Radpie's governance, receive any rewards. The rewards will still be titled to expired vlRDP, but once user claims, rewards will be forfeit and redistributed to all other vlRDP. The Forfeit part is proportional to the amount of expired vlRDP and how long they stay expired state.
